Public Review Draft
The second Module of the Pueblo County Unified Development Code (UDC) focuses on updates to the County's development standards. This draft contains a combination of new content and content from existing Title 16 (Subdivisions) and Title 17 (Zoning) that has been revised and formatted for the new UDC. Throughout the draft there are footnotes that describe the source section, significant changes, or commentary for many of the provisions that originated from the current Zoning Code.

Right NOW Mr. Avila of 1894 West Tejon Ave, has his flood light on 24/7 and he bounces the light off his gutter so it is above the horizontal plane. It is also not shielded. All this after he has been told by code enforcement to fix it. What a half baked job.

The same old people are still leaving there outdoor lights on 24/7 thus DENYING me the dark skies and throwing light pollution on my home. Complaints 2022-46, 2022-47 and 2022-60 will not relent. Two more residences have joined the fracas. In fact, 2022-60 is a spotlight with 11 LED'S in it. Yes he did remove one of the lights and yes he did point it down. Mr. Avila is very slick, there is no SHIELD and he reflects his light IN ALL DIRECTIONS off his gutter down spout! If you would do something about this that would be great. The others are LED based or HIGH POWER CFL'S above 3000K. I have more pictures if I have to prove it. As I read the NEW code these are permitted and will contribute to more POLLUTION. Please do not let this happen. We can't get incandescent lights any more so we must put the new lighting devices in approved Dark Sky Containers and below the 2700k standard period. In addition, Cannabis Depot on the north side of PW Walmart has installed some horrendous LED that come in 10 to 30 times the light limit. Equipment Share on the Frontage road has installed 4- 2 foot by 1 foot LED panels straight UP and Down. Thumbing there nose at the dark sky regulations. It is getting bad as if we do not have any restrictions what so ever. I am reminded of the story of the Little Old Lady who's neighbor shine lights into her sleeping quarters and denied her a good night sleep. This has been happening to me for the last 4 years. Sleep denial is a form of torcher to get POW'S to talk. Yes I am an American Veteran. Please right the code with some teeth and cut out the pollution. We all deserve some peace and quiet.

Should read 2700K not 3000K and 150 watts max is far to high. Flagpole lighting should be illuminated with a solar powered light placed on top of the pole. The United States Code that regulates flag illumination states that a flag will be lighted up. How one accomplishes this is rather vague. I know I looked it up and I am a Veteran.

This type of Luminary is bad because it produces light far above the 3000k standard and electricians tend to install them any where from 20 degrees to 45 degrees tipped away from the vertical wall. This old Standard from 2005 does not work at all. It allows an obnoxious home owners to spew light in all directions and not care one iota for the residents that live near by. This current provision is also being used by Planing and Development to NOT enforce light standards against homeowners. Most of the commercial and residential properties utilize 3000K+ lights. These lights should be band! No more than 2700K (Bronco Orange). In many area of the county we have lost the dark skies to these types of bulbs. They should also be in dark sky fixtures.
